Following is the text of the
letter from Fr. Agostino Montan to the consecrated women of
Regnum Christi.

Palm Sunday
To the consecrated women of Regnum Christi
Dear consecrated women of Regnum
Christi,
Today we celebrate Palm Sunday. I make my own
the words of greeting and exhortation with which this Sunday’s
Liturgy begins: “With all faith and devotion, let
us commemorate the Lord’s entry into the city for our
salvation, following in his footsteps, so that, being made by
his grace partakers of the Cross, we may have a
share also in his Resurrection and in his life.” To be with the Lord, there where he is
for us: let this be the program not only for
this week, which is called holy week, but
for every instant of our life.
After meeting the consecrated
women of Spain and Italy, I am happy to greet
the consecrated women who live in communities throughout the world
or “in their home.” I encourage all to
continue having “one heart and mind” (Acts, 4,
32).
A time rich in commitments awaits us. I want
to explain these to you, specifying the content and the
main dates. These are matters that were examined and discussed,
on March 13, by the Assistants of the territorial Directors
for consecrated life. We worked as a prolonged general council
with the agenda concerning all the third degree, female branch.
I thank the Assistants for their commitment. What follows has
also been approved by the Cardinal Delegate and his council.
1. The territorial Assistants have already been given all the
necessary material for the consultation for the naming of the
“responsible general” (asistente general) and her four counselors: the norms
for the consultation, the lists of the consecrated women with
the right to vote, the faculties of the “responsible general”
and of her council. It could be helpful to read
as a community, the faculties attributed to the “responsible general”
and her council. The legislation of the Church, rich in
experience and realism, recommends, in elections, to abstain from any
abuse and, having in mind only God and the good
of the institute, to elect those considered in the Lord
truly worthy and apt (can. 626). I am confident that
the deadlines will be respected (the envelopes with the names
should reach the Pontifical Delegate in the month of April,
2012). By mid-May we should have the new general government.
Let us accompany this
important event with our prayer. Until the naming of the new government, each team of
consecrated women, in their encounters of prayer, in the morning
or the evening, should recite an Our Father,
and Hail Mary and a Glory
Be for all the leaders of Regnum Christi.
2. Towards the middle of May, 2012 the
new general government and the territorial assistants will meet to
program the new pastoral year 2012-2013. On their agenda there
will be important issues: guidelines and directives about the formation
of the consecrated women, organization of the teams, appointments and
responsibilities for the centers of formation and the teams of
apostolate. These are themes which the Assistants should deal with
beforehand, in the teams and the territories.
3. In the
month of May, 2012, the general government will constitute the
Commission for the Statutes, indicating the goal and
work method. A study will be made of the material
sent by the teams in conclusion of the “illuminative phase,”
the work of revision will be programmed which will involve
all the teams. Let us prepare our heart and mind:
hard work awaits us, which will call for each of
us to speak for ourselves.
4. Towards the end
of 2012 or, in any case, in the month of
January, 2013, the central government will begin the consultation for the naming of the “responsables territoriales” (asistente territorial)
and of their councils. As of 2013, as is stipulated
in the “Reglamento,” the assistants will have their
own council which they must use in the exercise of
their duty. I remind you that all the appointments made
by the Pontifical Delegate are considered temporary and all the
consecrated women who have been named in this period, as
well as in the previous one, will remain
in their positions until the constitution of the new territorial
governments. The “Reglamento” includes and regulates the principle
that superiors should be constituted for a determined amount of
time, without remaining for too long a period uninterruptedly in
government office (can. 624 § 1).
5. The Pontifical Delegate
and his council have approved the “Reglamento” of
the consecrated men and of the consecrated women of the
third degree of Regnum Christi. Once it is
promulgated by the Cardinal Delegate, it will be up to
the general government to establish the modalities of presentation of
the “Reglamento” to the centers of formation, the
communities and the territories. The “Reglamento” contains norms
of life and government of the consecrated men and women
of the third degree of Regnum Christi. It
is a fundamental text which should be known and put
into practice by all.
6. It seems to me that
there is now more serene reflection after an initial moment
of consternation, regarding the new association Totus Tuus, erected by the Bishop of Santiago, Chile, Mons.
Ricardo Ezzati, and entrusted to the pastoral care of Cardinal
emeritus Francisco Javier Errázuriz (February 2012). We wish the new
association success in fulfilling the goals indicated in the Statutes
for the good of its members. In any case, Totus Tuus has nothing to do with Regnum Christi and with its consecrated members. The female branch
of the third degree of Regnum Christi has
its identity, charism, spirituality and mission defined in its Statutes.
Without undoing the links of prayer and friendship, the consecrated
women of Regnum Christi, in this precise historic
moment, will avoid frequenting or accepting invitations to encounters which
could appear to be an expression of ambiguity rather than
of identity. The Lord will help us to recover confidence
in the means with which he continues to give us
a proof of his love and fidelity.
7. Contact will
be initiated with the consecrated women who seek a life
of more intense prayer and penance, with a contemplative style,
within Regnum Christi.
Dear consecrated women, the Sacred Triduum, which we prepare to celebrate is the
memorial of the passing from death to life, which the
Father accomplished in Jesus. Let us submerge ourselves in this
mystery to live the new life of Resurrection and fulfill
that adequate renewal which the Church expects of
us.

Velasio De Paolis, the members of his council, the Legionaries,
the consecrated men and women and all the friends of
the great charismatic family of Regnum Christi.
