Rome, November 22, 2010. Over the past several months, Cardinal
Velasio De Paolis, the pontifical delegate for the Legionaries
of Christ and the Regnum Christi Movement, together with
the Legionaries’ general council, has been examining, among other things,
how the congregation’s governing bodies work, so that they exercise
their authority in the best possible way.
In this context, the
Legion’s general secretariat announced today the following decisions and appointments:
1)
Temporary expansion of the general council
Since the task of revising
the constitutions that the Legionaries of Christ must undertake is
so important, the congregation’s religious and priests will be given
greater representation in the general council. In accord with the
authority that the Holy Father has granted him (see no.
1 of the decree from the Secretary of State

dated July 9, 2010), Cardinal De Paolis has overruled, on
a one-time basis, the canons of the constitutions of the
Legionaries of Christ stipulating the number of general councilors, so
that there will be seven members of the general council instead
of five. Cardinal De Paolis will name the two new
general councilors at the beginning of 2011 after consulting all
priests and all religious who have made their final vows
or their first renewal of temporary vows.
2) Appointment of a
new territorial director for Italy
In order to respect with greater
clarity the distinction between governance on the general level and
that on the territorial level, Fr Alvaro Corcuera, with the
consent of his council, has named Fr Oscar Nader, LC,
territorial director for Italy. He will begin his term on
December 24, 2010, succeeding Fr Luis Garza, LC, who will
continue to serve as vicar general and as the general
director’s delegate to the Regnum Christi consecrated women.
Fr Oscar Nader,
LC, was born on December 23, 1958, in Monterrey, Mexico.
He entered the Legionaries of Christ on September 15, 1976,
and made his religious profession on September 15, 1978. He
was ordained on December 24, 1986. He has been a
member of the formation team of the Legionaries’ Center for
Higher Studies in Rome since 1986, functioning as the rector

of Section C for most of that time. Since 2005
he has been, in addition, a territorial councilor for Italy.
The
new rector for Section C of the Center for Higher
Studies in Rome will be Fr Timothy Mulcahey, LC.
3) Appointment
of a new general dean of studies
Likewise, Fr Corcuera, in
the presence of his council and Cardinal De Paolis, appointed
Fr José Enrique Oyarzún, LC, as the new general dean
of studies, a post held up to now by Fr
Garza, LC.
Fr Jose Enrique Oyarzun, LC, was born in Illapel,
Chile, on January 9, 1970. He entered the congregation on
March 22, 1987, made his religious profession on March 26,
1989, and was ordained on December 22, 2001. A doctor
in dogmatic theology, he has worked in the Legionaries’ general
secretariat since 2001 and has been the general directorate’s dean
of studies since 2003. Since 2008, he has worked in
the general dean of studies’ office and has taught dogmatic
theology at the Pontifical Regina Apostolorum College. His work as
general dean of studies will consist in helping the general
director and his council in everything relating to studies, ongoing

formation, and the doctrinal integrity of the congregation’s members.
